What the evidence says

Geography changes car use more than a European passport

UK and selected EU rental-car use is mostly below or close to the national average. Okinawa reaches 52.1%, compared with 4.5% in Kanto and 3.4% in Kinki. The useful targeting decision is the itinerary, not a blanket message to European visitors.
