Before you pay
Stop if the document route is uncertain. Then compare the same four layers across quotes: basic insurance, deductibles, CDW, and NOC protection. Finally add airport-shuttle time, tolls, fuel, parking, child seats and a vehicle large enough for closed luggage.

Legal eligibility first
Match the licence to Japan's accepted route
Japanese driving licence
Use the valid Japanese licence and the operator's required ID.
Qualifying 1949 Geneva Convention IDP
Carry the physical permit, home licence and passport. Confirm the issuing authority and the period in which you may drive.
Designated foreign licence plus translation
Switzerland, Germany, France, Belgium, Monaco and Taiwan use the designated official Japanese-translation route.
The second legal gate
A child under six is a legal requirement, not an optional extra
Rental sites list child seats beside GPS units and snow tyres, priced as add-ons. In Japan the requirement sits in the Road Traffic Act, and it falls on the driver. Japan's National Police Agency states it directly: a driver must not drive with a child under six who is not using a child restraint, citing Article 71-3, paragraph 3.
Read that sentence again for who it binds. Not the rental company, and not the child's parent unless they are driving. The person at the wheel carries the obligation, which matters when a group swaps drivers during the day.
Reserve it, do not assume it
Seats are finite stock at a branch, and the correct type depends on the child's size. Add every child to the booking rather than asking at the counter.
Confirm it fits the car you chose
A restraint occupies a seat and changes what is left for adults and luggage. Check this against the vehicle class before you compare prices.
Six and over is a judgement, not a rule
The agency advises using a restraint for a child over six when the seat belt cannot be worn properly because of their build. That is guidance, not the legal duty above.
The exceptions are narrow
The Act allows for limited cases, such as a child for whom a restraint is medically unsuitable. Do not plan around one without confirming it applies to you.
If a quote cannot confirm the correct seat for the dates you need, treat it the same way as an unresolved licence question: it is a reason to stop, not a detail to settle on arrival.
Turn the child-seat request into a checked pickup arrangement
Keep age law and physical fit separate
The under-six legal requirement above remains the starting point. JAF recommends an appropriate child or junior seat below 150 cm; this recommendation is not a new legal age threshold and does not select an individual seat. Ask about the child’s actual size, the seat manufacturer’s limits and the assigned vehicle.
Confirm the equipment, not just an option on an invoice
Toyota asks for child-seat requests when reserving and makes the renter responsible for checking proper attachment. Record the seat type and quantity, pickup branch, vehicle arrangement and whether the request has been confirmed. An accessory charge does not prove branch availability or fit.

Check the actual seat before driving away
At pickup, check the provided model, instructions, fixing method and intended seating position. Ask staff about missing components or unclear fitting. Review adults, other restraints and luggage together. If correct use cannot be established, resolve that before driving; do not improvise with an adult lap or an unapproved substitute.

Reopen the question after a change
A new vehicle or delayed collection can change the arrangement. Reconfirm both car and restraint rather than assume the old request carries over. Keep a practical alternative until the provider confirms the equipment. This does not decide any personal legal exemption or certify that another transport mode supplies equivalent protection.

Read four separate layers
CDW and NOC do different jobs
For the Japan-wide money and incident procedure, read the rental-car insurance, CDW, NOC and excess guide. This section applies that structure to an Okinawa pickup.
Basic insurance and compensation
Operators publish bodily injury, property, rental-vehicle and passenger cover, with limits and exclusions.
Deductible
This is the amount that may remain your responsibility even when the event falls within the basic cover.
Collision damage waiver
CDW can waive specified property and vehicle deductibles. It is not automatically the same as full protection.
Non-operation charge protection
NOC applies to loss of use while the car is repaired or cleaned. Nippon and Toyota publish examples of ¥20,000 or ¥50,000.
Tyres, towing, keys, wrong fuel, cleaning, unreported incidents and prohibited use can follow separate rules. The named operator's contract matters more than a comparison site's word "full".
Naha Airport is not the counter
Add the shuttle and branch procedure to the day
The Okinawa General Bureau states that rental-car handover on Naha Airport premises is prohibited. Airport-area companies normally move customers to a branch, where documents, payment and the vehicle check happen.

Collect bags and find the named shuttle meeting point.
- At the branch
Present every driver's original documents and read the contract.
- Before moving
Photograph existing damage and learn the controls while parked.
- On return day
Allow fuel, branch check-in, shuttle and airport security time.
Book the physical trip
The vehicle class must fit people, bags and road plans
Closed luggage
Count suitcases, strollers and mobility equipment. Do not plan to leave valuable bags visible at attraction parking.
Child restraints
A restraint for an under-six is required by law and takes a seat. Size the vehicle with it counted, not added later. See children under six.
ETC device and card
An ETC device alone does not guarantee a rental ETC card. Confirm both, plus any card fee and the return procedure.
Second driver
Register every driver at pickup. An unregistered driver can invalidate operator protection after an incident.

Frequently asked questions
Can I rent a car in Japan with my home licence?
A home licence alone is not enough for most short-term visitors. Depending on the issuing country, you may need a qualifying 1949 Geneva Convention international driving permit or an official Japanese translation. Check the National Police Agency route before paying.
Is a 1968 Vienna Convention IDP valid in Japan?
Japan's visitor route is based on qualifying permits under the 1949 Geneva Convention. Do not assume a permit issued only under the 1968 Vienna Convention is accepted.
Are CDW and NOC protection the same thing?
No. CDW generally addresses specified deductibles for vehicle or property damage. NOC is the operator's non-operation charge while a car cannot be rented during repair or cleaning. A package may cover one, both or neither.
Can I collect a rental car inside Naha Airport?
Rental-car handover on the airport premises is prohibited. Most airport-area rentals involve a shuttle and branch procedure, so include that time in arrival and return plans.
Do I need a child seat to drive with children in Japan?
For a rental car driven by you or another member of your group, a child under six must use a child restraint. Japan's National Police Agency cites Road Traffic Act Article 71-3(3), and the duty is on whoever is driving. Do I need an ETC card in Okinawa?
It is optional, but it can simplify expressway payment. Availability, card fees and discounts vary. Confirm both the ETC device and the card when booking, and use the normal toll as your planning baseline.
What should I do after a rental-car accident in Japan?
Help anyone injured, contact police, and contact the rental operator from the scene. Operator protection can be invalidated when an accident is not reported as required. Follow the contract and emergency guide supplied with your car.
