Separate date, opening, transport and hazard facts

  1. Confirm the date on the Cabinet Office calendar.
  2. Open the exact facility calendar or notice.
  3. Open the exact transport operator notice or timetable.
  4. Use the matching current JMA product for the hazard and time horizon.
  5. Record the checked date and expiry.
  6. Prepare one independently confirmed alternative.

A national-holiday date does not prove a facility closure or changed hours. If an official facility, operator or safety notice is absent, the result is Unknown, not “open as normal.”

Use dates as recheck triggers, not closure predictions

The Cabinet Office calendar establishes these remaining 2026 holiday dates:

  • 21 September 2026
  • 22 September 2026
  • 23 September 2026
  • 12 October 2026
  • 3 November 2026
  • 23 November 2026

22 September 2026 is a statutory holiday under Article 3(3), because it falls between two national holidays. That legal date still cannot establish one facility's hours.

The statutory New Year entry is 1 January. JNTO identifies New Year, Golden Week and Obon as major travel seasons when operations may vary, but Obon is not on the Cabinet Office national-holiday list. Check every exact place and operator.

Kyoto Golden Week 2026 (historical, past module)This past example from Kyoto shows how to read a dated notice. Its 2026 operating details are not current or permanent guidance and do not apply outside Kyoto.Do not carry its details into a future trip. Any future holiday period stays Unknown until its own facility and operator notices are published.
New YearUnknown: no reviewed current facility or operator module.Do not infer closures, crowding or service changes.
ObonUnknown: no reviewed current facility or operator module.Do not infer closures, crowding or service changes.

Use JMA information at the right time horizon

  • Months ahead: save the official sources to recheck; do not project an outcome.
  • One week ahead: review the current official regional forecast.
  • Near travel: check warnings or advisories and the named operator.
  • Rapid change: follow current official safety and operator instructions.

A warning establishes a hazard state. It does not itself establish that a specific train, flight, attraction or hotel service is cancelled.

JMA's current English alert-level leaflet gives safety actions, not trip predictions. For flooding, heavy rain, landslides and storm surges covered by the leaflet, Alert Level 4 means evacuate immediately from dangerous areas. Alert Level 5 means secure immediate safety in any safer location; do not wait for Level 5.

A typhoon forecast circle shows the range with approximately 70% probability that the typhoon center will be located. It is not an impact or safety boundary. Being outside the forecast circle does not mean safe, and being inside it does not prove cancellation. Reopen JMA's forecast-circle explanation and the latest hazard products when conditions change.

Separate possibility, implementation and restart

For a planned suspension, the possibility, implementation, restart and substitute transport are separate information states that must each be confirmed. Substitute transport is not guaranteed.

The MLIT planned-suspension guidance explains that these decisions can change with circumstances. Check the latest rail operation status with each exact operator through its own official site; the official railway information portal is a directory, not a replacement for the responsible company's live notice.

Build one workable alternative

Choose a different time, a nearby indoor plan, a later connection, an extra night or a less vulnerable route. Confirm its opening, reservation and transport conditions as carefully as the original.

Related checks: arrival checklist, insurance questions, regional weather transport and luggage alternatives.

Keep Unknown visible

  • facility opening, closure or changed hours;
  • whether an operator will implement a planned suspension and when it starts;
  • inspection results and service-restart timing;
  • substitute transport, refunds and protected connections;
  • actual crowd levels and trip-specific effects;
  • forecast or typhoon-track effects on one plan;
  • insurance coverage or assistance; and
  • current New Year and Obon operating modules.

The absence of a notice is never converted into a confirmed normal operation.

Why we recommend this: decision evidence

Keep holiday, facility, operator and weather evidence separate

One official layer does not prove the next. The article retains unconfirmed operational outcomes as Unknown.

Which remaining 2026 holiday dates are established?The Cabinet Office calendar lists 21, 22 and 23 September, 12 October, and 3 and 23 November 2026; 22 September is a statutory holiday under Article 3(3).Cabinet Office national-holiday calendarUse each date as a recheck trigger, not as evidence that a particular facility will close.
Does a holiday date or major season establish opening hours?No. The Cabinet Office establishes statutory dates, while JNTO identifies New Year, Golden Week and Obon as major travel seasons in which business hours may vary.Cabinet Office calendar and JNTO visitor guidanceCheck the exact facility and operator for the travel date; the period's name alone does not establish a closure or normal operation.
Can one JMA product answer every weather decision?No. JMA publishes forecast, warning and hazard products for different hazards and time horizons; a warning does not establish a named operator's response.JMA warning and forecast frameworkUse the current product matching the hazard and horizon, then separately check the responsible operator.
What action do JMA's current Alert Levels 4 and 5 establish for the hazards covered by the leaflet?For flooding, heavy rain, landslides and storm surges, Level 4 calls for immediate evacuation from dangerous areas. Level 5 may mean flooding or a landslide is already occurring, so immediate safety action is required without waiting for it.JMA 2026 English alert-level leafletFollow the current official safety instruction first; do not use a transport plan as a substitute for that action.
Does the typhoon forecast circle show the full impact or safety boundary?No. It is the range in which the typhoon centre is forecast with 70% probability, not the storm's size, impact boundary or a safety guarantee.JMA typhoon forecast-circle explanationUse the latest hazard products and operator notices both inside and outside the circle.
Is a possible planned rail suspension the same as implementation or restart?No. Possibility, implementation, restart and substitute transport are separate information states to confirm, and substitute transport depends on circumstances.MLIT planned-suspension guidanceRecheck the current stage and do not assume cancellation, restart timing or substitute transport.
Who establishes the latest rail service status?Each responsible railway company's official site establishes its latest service information; a general portal only routes the traveller to that owner.JR East railway information portalOpen the exact company and line before travel and again when conditions change.
Can the Kyoto Golden Week 2026 notice be treated as current?No. Its dated 2026 operational details are past and Kyoto-specific, so the source remains only as a historical example.Kyoto City Official Guide dated advisoryDo not apply it to a future trip; wait for the exact future facility and operator notices.
Can the original plan be treated as confirmed while a current layer is Unknown?No. A date, hazard product or historical example cannot fill a missing current facility or operator decision.The eight addressable rules and recommendations abovePause reliance on that plan, recheck the responsible owner and use an independently confirmed alternative.
