ATM in Japan with a foreign card: check five things
Finding a machine is not the same as finding one your card can use. Check the operator route, network, issuer, limit and currency screen before the withdrawal becomes urgent.

The withdrawal cost has three owners
- ATM operator
- The machine owner publishes its service fee, transaction limit, supported networks and operating conditions.
- Card issuer
- Your bank or card provider can add a withdrawal fee, a foreign-exchange charge and a separate card or daily limit.
- Currency conversion
- A home-currency offer can use a disclosed DCC exchange rate and markup instead of leaving conversion to the issuer.
Japan Post Bank says a JPY 220 operator fee may apply to certain foreign-issued cards and that the issuer may charge separately. Seven Bank says foreign-card fees vary by card brand. Neither statement reveals the total cost of your exact withdrawal.
Yen or home currency is a conversion choice
Visa and Mastercard require a DCC offer to show the local- and billing-currency amounts, exchange rate and applicable markup or fees before the cardholder chooses. Seven Bank also separates the currency screen from the amount and PIN steps.
Compare that displayed offer with your issuer's conversion and foreign-transaction terms. Choosing or declining DCC does not prove that the card will be authorised, and one currency is not universally cheaper for every issuer.
After a failed withdrawal, follow the exact branch
- Limit message: lower the requested amount within the operator's published limit. Seven Bank explicitly gives this instruction for a limit error.
- PIN message: stop guessing and contact the card issuer. Seven Bank routes a PIN error to the issuer.
- Unexplained decline: use a second independently issued card or another published foreign-card route. A matching logo does not identify the cause.
- Essential payment is next: switch to the cash fallback first, then diagnose the card without urgency.
This order does not promise that one retry works. It sends a known error to the action the operator supports and leaves an unknown issuer decision unknown.
Prepare the card before Japan
- Confirm that the exact card supports overseas ATM withdrawals.
- Check the issuer's withdrawal limit, fees, conversion terms and overseas support route.
- Find out whether that issuer uses a travel notice or app control; do not assume every card has the same requirement.
- Know the correct PIN and keep issuer contact details separate from the card.
- Carry a backup card separately when practical.
- Mark a Japan Post Bank or Seven Bank location near the first nights.
- Keep enough Japanese cash that the first withdrawal is not an emergency.
