A scheduled landing time is not the time you can board a train or bus. Allow for immigration, baggage and Customs, then check the final usable route from the terminal you will actually exit. If that chain no longer works, switch to a confirmed taxi or reachable first-night plan instead of assuming another train will appear.

International arrivals can lose meaningful time between touchdown and the public arrivals area. Build the decision around the time you can actually leave the terminal, then compare that with the current train or bus timetable for your destination.
Narita terminal access is not identical overnight
Narita publishes night and early-morning access hours by terminal and floor. Some arrivals levels remain available 24 hours while other areas close overnight, so a plan to wait inside the airport must use the exact terminal and accessible area.
If public transport is gone, use a confirmed fallback
Narita publishes taxi information including fixed-fare zones and a late-night/early-morning surcharge period. Compare the real taxi cost with a reachable first-night hotel and do not book a distant hotel on the assumption that a late train will still run.
